About us
Primary Purpose Advisory is led by Toby Dagg, a seasoned Australian Public Service Senior Executive with more than two decades’ experience shaping regulatory strategy and strengthening integrity, safety, and accountability across complex public systems. His background includes leading significant online safety investigations, directing regulatory operations, and overseeing digital-safety frameworks that respond to emerging national risks.
Toby has built and matured specialist regulatory and investigative functions, designed governance and safeguarding systems that protect vulnerable people at scale, and advised government, boards, and not-for-profit organisations on meeting evolving regulatory and community expectations. He brings a measured, evidence-based approach that helps leaders navigate scrutiny, improve capability, and make clear, defensible decisions in high-stakes environments.
